A little hard to say what this bird is, but it's not a peregrine and
that's for sure. I'd vote for an immature red-tailed hawk, or possibly
a red-shouldered hawk, but there are other possibilities.

this is by no means a peregrine falcon...it is a red tailed hawk or
similar. The quiality is poor but i would say redtail.

this bird is not a falcon but a hawk, you can tell by the color of the
eye, it would be black if it were a falcon. I agree with the previous
user who identified this bird as a red-tail hawk, although as he said it
is dificult to say from the angle in the picture.
