Well, about the only thing you can say for sure is that it's an eagle. Judging
from its plumage, I'd say it's an adult bird, so it's most likely to be one of
the more drab species (if you'll pardon the expression).
Still, there are plenty of choices: Wahlberg's Eagle (an African species),
Tawny Eagle, Steppe Eagle, Spotted Eagle, Lesser Spotted Eagle... to name but a
few. The latter two, btw, aren't spotted as adults - only as juveniles.
In my opinion, a single picture of this kind is very seldom enough to determine
the species when there are so many possible alternatives, and where no
ancillary information (e.g. when and where the picture was taken) is available.
