I'd say it's almost impossible to say for certain what species this is, with
only this single photo to go on.
It's almost certainly a Buteo species though; although there are a few other
genera which one might consider.
Buteo species generally show a lot of variation between different individuals.
In addition to that there are the complications of different ages - these birds
take a couple of years to reach the full adult plumage.
Lara, if you have something specific on this bird that tells you its a
Red-tailed Hawk, I'd like to hear what it is. Although I'm not familiar with
North American birds, I do own some field guides. and they mention nothing that
I can see in this photo to make the identification.
Keep in mind that we don't know where the photo comes from. This bird may be
photographed anywhere in the world.

as far as i can see, this hawk is a regular in my backyard. he's known as a
cooper's hawk
