They sure don't look like puppies to me as their snouts are all full grown,
they have long hair and they do not have large eyes in relationship to their
head size.

As for breeds, they look like mixed-breed terriers with a dash of sheepdog
to me, but I'm not an expert.
http://www.petnet.com.au/dogs/dogbreedindex.html is a site with over 100
breeds listed/pictured. You might try that.
