Looks like a Northern gannet...they live in cold seas...I see them off
the coast of NC during the winter...quite spectacular to observe, as
they wheel back & forth over the ocean, then plunge in head first from
up high to get a fish...sometimes when there are a lot of them, the
ocean looks like it's being dive-bombed, w/ mini-geysers erupting all
over...they don't fish close to shore but they are so white against
the sky & rather distinctive in size, shape & flight that one knows
immediately what kind of bird it is...
You can see the black wing ends on the one flying in the background...

Dunno how rare or anything this is but I've heard its very unusual.
There is a place in NZ where they nest on a hilltop adjacent to the sea,
you can get to a viewing area (behind a fence) and view the Gannet nesting
area on the hilltop. Amazing to watch. Especially if you go when the
chicks are hatched out. I would assume that these are not Northen Gannet's
but they do look exactly like the Gannet shown in the photo.
